Nograles calls Duterte's accusations 'absurd'

"THIS is absurd and ridiculous."

This was how House Speaker Prospero Nograles described the accusations hurled against him by Davao City Mayor Rodrigo Duterte that he is not merely an investor, but a capitalist in the beleaguered Legacy Group of Companies.

Although he admitted to have invested in the "double-your-money" scheme of the pre-need firm in the past, Nograles stressed in a television interview Thursday that he was never involved in its operation.

"Niapil mi anang double-your money scheme...I joined in January 2002. Naa pa koy collectibles, gina-compute pa kung pila [I joined Legacy's double-your-money scheme in January 2002. I still have collectibles with the company. It's still being computed]," he said.

Asked if he is a capitalist in Legacy, Nograles said: "How can I be a capitalist? Wala koy control over Legacy ug wala koy interest diha."

"This is absurd and ridiculous. Ayaw na lang ta sige ug pang-atake ug tao kay maka high-blood na," he added.

Duterte had blamed Nograles and the National Government for the woes of thousands of Filipinos over foreclosures of housing units by Balikatan Financing and the bankruptcy of pre-need companies and banks owned by the Legacy.

In a separate interview, Duterte said the Balikatan and Legacy problem could have been prevented had the government acted on the brewing problem few years back. He said due to some politicians' intervention, the problem was not acted upon on time.

On the Legacy issue, Duterte pointed at Nograles as behind the mess saying the Speaker is not a mere investor but a capitalist in the said corporation.

"Ako mutuo na si Nograles dili lang investor kundi capitalist. Mutuo mo na maisahan si Nograles [sa Legacy] ug kwarta?," Duterte said.

The mayor claimed had Nograles not intervened on the investigation then conducted by the Philippine Depositors Insurance Corporation (PDIC) on Legacy in 2005, small investors would not have been duped by the said company.

"I blame squarely the government. Niadtong unang panahon nagkulang mo sa regulasyon. Sa una, nag-attempt na tong si [Ricardo] Tan sa PDIC na imbestigahan pero miingon si Nograles to go easy," Duterte said.

On the Balikatan issue, Duterte said like Legacy there was fraud from the very start as substandard houses were sold to poor Filipinos. He said the issue on Balikatan is not whether or not homeowners pay their mortgage religiously but whether or not what they are paying for is worth it.

The mayor said the National Government has failed miserably in protecting the poor Filipinos in both cases.

On Wednesday, about 50 homeowners held a protest march against Balikatan foreclosures. The protesters went to the Balikatan office before proceeding to the office of the first congressional district. The protesters ended their march at Rizal Park where Duterte met with them.

The mayor said he will help Dabawenyos facing foreclosure by Balikatan. This as he advised homeowners to resist any attempts to evict them of their houses.

"They should file cases. Ako dili ko muingon na resist violently, but resist kay giloko mo. Right from the start, kining Balikatan ug Legacy pareha ra na. Our last resort is to go to court because only the court can give us relief," Duterte said.

A text message is circulating regarding Nograles' involvement in the appointment of Legacy owner Celso delos Angeles in the National Home Mortgage Finance Corporation (NHMFC). The text message claimed that it was during delos Angeles' term in the NHMFC that Balikatan was conceived.

Nograles however denied this saying that the text message is nothing but a demolition job against him.
